I'm afraid it isn't likely. Modeling wise, most hair that we have here is modeled like flat ribbons. The color and texture is done via how the texture maps are used to create the illusion of volume and depth. You may be able to find some hair that has geometry you could use like that, but it's going to be rare.
As JonyRay says, most hair is that is available is either fibremesh (individual strands), or transmapped hair consisting (usually) of a skullcap with strips for the hair itself. What you are looking for would be pure prop hair. There is some around, primarily used for toons and therefore may be described as "toon hair". Some "anime hair" may also suit your purposes.
Ok...I can see that this is something complicated. I think that the only way is to make it through ZBrush, but I'm not a ZBrush user and I know that it is a hard program...it seems that I will have to learn the basics of it.
