The adjustment of shadow in LIGHTS tab can not be enabled.
How is it enabled ?

Please take a proper screen shot, using the Snipping Tool or Snip & Sketch in Windows for example, as it will be easier to read.
The Shadow options are disabled when iray is the active render engine (Iray, at least in Photoreal mode, doesn't make shadow-casting optional) and so the group name is also disabled. To avoid confusion it's best to uncheck Show Hidden Properties in the pane's option menu (the lined button in the top corner, or right-click the tab).
