Fallout Vault Dweller jumpsuit?

Does anyone know where to find one? I figure somebody, somewhere had at least made textures for the m4 and/or v4 body suits

No, I never saw anything like that. A number of suits can be retextured like that (only probably without folds and wrinkles) and I think boots and bracelets can be appropriated as mix-and-match but I can't guess where to get the belt and the shoulderpiece.
Unfortunately my texturing skills are somewhere in the vicinity of zero. A vendor on renderosity has some sets to make a Vault from this game and even has images in his promo renders of characters in a suit of that style. I reached out to him through their site mail but haven't heard back yet.
You could probably do a close approximation using something like the SuperSuit for Genesis but you're going to have to do some texturing to get it to look exactly like that. You might be able to find something on one of the freebie sites, though I didn't see anything on ShareCG I didn't spend a lot of time looking either.
The problem is that an exact match of the outfit would probably infringe on Bethesda's IP so you won't really find it on a commercial site. Even the image you show the suit isn't an exact match, it looks like someone took a shirt and pants and re-textured and colored them to get a close approximation. If that's all you're looking for then the supersuit would be your best bet as it's really easy to tweak the surfaces and it has a ton of material zones to allow you to fine tune it.
