A Few questions with Duff files
a) If I were to send someone a Duff file would they be able to open it assuming they have DAZ3D but not the assets that were used to make the Dufffile
b) If they could open it would they be able to edit it too make it look more proffesional
c) am I allowed too legally send someone a duff file?

a .DUF file is a Daz Studio scene file, which you can share, but the person using it has to have everything you have in order to get the same results when they open it. If they do and are able to open it, they can edit it all they want since it is bascially their file now.
If they don't have all the same content installed , you can send them a list of what items they need to purchase to make it work, but you can't send them any of the files you have, that would be against the EULA.
