How can I search for poses that would work for any scene
such as https://www.daz3d.com/city-dweller-poses
Mant that i ifound such as https://www.daz3d.com/breakfast-nook-london-poses
require you too have additional products. So I assume that those poses can only be used with those addons and not in other scene.
Is their an easy way to search for items that dont require you have another item in order to use?

They don't require you to have that set, but they are designed to be used with that set. They can still be used anywhere else, but if you have a different chair, you may need to modify the pose slightly, or if they lean on something and that something is not there, you may need to use another prop for the pose to look natural.

This one says its for Genesis 3 Female
If I have a Genesis 8 female does that mean that this pose would not work?
There are pose converters that convert between generations. This one, for example: https://www.daz3d.com/genesis-3-to-genesis-8-pose-converter will convert the Genesis 3 pose to be used with the Genesis 8 figures (or the other way around). I think you can also find some free converters here on the forums. (I personally use the one I linked.)
The default pose of G3F and G8F are not the same, so they won't work correctly when applied to G8F. You can either modify them yourself or use the pose converters availlable from the store, but if you want something which is ready to use on G8F as is then stick with G8F poses..
