Creating custom category problems.

I've been organizing my libraries for quite sometime and adding custom categories where I feel things should go for me to be able to access what I need faster. So far so good. Not had an issue really until recently. In the screen shot below is three main columns. How I have been adding categories is using the content pane and scrolling down to categories and finding the area I want a new subcategory in. I right click on the screen and choose add sub category. Then I visit the items I want to place in those categories and right click on their thumbnails and select categorize. I select the spot and I am good to go. Those items show up in the category I picked or created in the smart content pane.
However, as my library grows I am needing to add a few top level categories under props and it won't let me The second column in the screen shot is the area it won't let me add anything. Let me rephrase that, if I select props in the first column, right click and add sub category it does appear in the second column. I can find items and categorize them to be in the custom category and the category will NOT show up at all in smart content pane. I can select levels in the second column and add sub cats under those, they appear in the 3rd column, and they appear in the smart content pane with no problems. Is it possible to be able to add top level categories under props.

Are you doing the adding in the Categorise dialogue or the Categories list in the Content Library - your screen shot shows the former but your text seems to say the latter. I've just tested and was able to add new categories at any level, though I do recall having to click back and forth a bit soemtimes last tiem I was doing it for real to get the list to refresh.
In the content pane I scroll down to 'categories' under products. Then I go to what ever section I want to add a sub cat to and right click and choose add sub cat. Once I have added my new category I add the products to them.
That was working for me (in 4.10.0.123)
I tested it again. In the screen shot I select 'props' under category and added Apocalyptic so that hopefully it would be in the top level under props when I am in the smart content pane. I found a prop that fit that theme in my mind, right clicked, chose categorize and selected for it to fall under Apocalyptic and I looked in the smart content and that category isn't showing up in Smart content. I shows up when I go to the categories section in the content pane and look for it. It shows up when I right click on the object and a choose to categorize again just to see if Apocalyptic shows up and it does.
Well for some unkown reason it has began to work. I tried it again.
