Rigging/Weight map Issue? Not sure what to do here.

I've been working on learning rigging and weight mapping and have successfully rigged and weighted original figures, but now I've been branching into clothing for figures. I'm about to pull my hair out over this one just because it doesn't make any sense to me.
I have a pair of leggings that are fitted to V4 (I know, it's old but that's what we've built our game characters in and have animations made for) and I am working to convert them to general weight maps (I've done this with other custom clothing because I'm not sure how exactly gen 4 clothing is setup) after I've used Figure Setup to copy the rig to the custom clothing. All looks right in the rig after Figure Setup, but when I convert to general weight maps either they change their translation or when I add the weight maps they change translation on their own. I'm sure I must be doing something wrong but I'm at a loss on just what that may be. Any help is greatly appreciated!

I'm not clear what you're doing here but is the first picture what the default item looks like? If so load your figure, load the legging into the scene but not parented to the figure. Go to transfer utility, transfer from figure to legging. Fix the weights it transfers if needed, this is a simple item, shouldn't need much fixing.
Unfortunately gen 4 doesn’t work with the transfer utility. :(
The issue I’m having is after using Figure Setup to transfer the rig from V4 to the leggings, when I add General Weights it screws up the fitting and placement.
Why not converting the V4 figure to genaral weightmap to use the Transfer Utility like suggested? The default Transfer Utility settings should work.

Sorry, I’d misunderstood the suggestion. Converting V4 to weight map rigging then using the transfer utility seemed to do the trick with a little work. Thanks for the help!
