How to move the universal tool to the corresponding item?

Explain me please how can I move the universal tool to the item it governs? After some unparenting I had to do both are separated by a whole chasm.

If, when you select an item, either in the preview pane or scene tab, with the universla tool active the (not sure of the right term ...) reticle (the green, red and blue arrows) do not appear where you'd expect orr want them then you have, possibly, two choices.  If the item is a figure, you may be able to select teh hip bone (easisest done in the scene tawb) and that should place the 'reticle' where you want it.  Failign that you can use the Joint Edt Tool: with the item in question selected, select the joint editor tool (Tools> Joint Editor or Alt-Shift-J). The point of opertaion for the rotation and move actions willl show up as separate green and red three-exis arrows, which will allow you to move them to a position better suited for you.  Once done, just re-select the Universal Tool.

Do you mean the viewport gizmo? If that's not aligned with the figure it usually means the figure's root bone (hip or whatever) has been translated - zero it and use the figure node for moving things around the scene.

Yup, the gizmo. Zeroing it did the job but only on the red and blue axes, the item still remained high in the sky. But yes - selecting instead the hip moved the gizmo to the item.

Well, I was suggesting zeroing the hip translations and applying them to the figure ode instead.
