Is it possible to turn a .obj file into a posable model for Daz3D? I made a humanoid type character, but I want to be able to pose him in Daz3D. Can this be done?

Yes, though it takes quite a lot of steps. If it isn't an add-on for an existing figure (like clothes) then you need to use the Figure set up pane:

    1. Window>Pane (Tabs)>Figure Set up
    2. right-click on the groups area, select Add Geometry, use the correct preset (you may want to use File>Import to brung the OBJ into the scene until you figure out what to use)
    3. Drag the newly imported item's entry from Groups into Relationships.
    4. Use drag-and-drop to arrange the hierarchy, if you have the necessary bones created from groups. If the OBJ is ungrouped you will need to right-click to create bones in the relationships panel first.
    5. Use right-click in the Rotation order column to set the correct order for each bone - thr first axis, twist, usually runs alomg the bone in the model, the second should be the direction that will bend least. You can change these later with the Joint Editor tool if you need to
    6. Click the Create button - you should now have a rough skeleton (if the OBJ was grouped the bones will be inside the group's bounding box, running along the twist axis)
    7. Use the Joint Editor to adjust bone placement and orientation - you can also use the Tool settings pane to change the rotation order.
    8. Once you have that you have to use the Node Weight ?Paint Brush tool, probably with the Geometry Editor tool, to do the weight mapping.

When applying Daz clothes to a model that has been prepared that way, in order to get the clothes in the right position on the model does it only need for the bones to be in the correct place? or does the placement of the clothes and its fitment also mean that the weight mapping has to be done correctly? I wanted to bring a CBBE body (Calient's Beautiful Body Enhancer for Skyrim/Fallout4) into Daz just so i can apply a piece of Daz clothing to it.  Once the clothes are the right shape i was going to export it out as an obj.  I was thinking that i get the CBBE body into Daz as an OBJ, rig it like you said but i would not worry about the weight painting part too much.  Unless like i had asked if fitment and placement of Daz clothing onto a body rigged that way relied on both bone placement and proper bone weights.

If you made a clone for the original figure (Genesis whichever) for your rigged import then you could use AutoFit, otherwise if the clothes line-up in their zeroed state (or you adjust them to line up, export as OBJ, and reimport) you can just use Transfer Utility to give them weight maps (which may need tweaking either way).
