Integrate a psychedelic effect to a camera

Let's say I want to get that sort of look, with colorful and psychedelic particles or kaleidoscopic bits, not from a light source but as part of my camera, a bit like what some atmospheric cameras can do. How should I go about it?

I don't know what atmospheric cameras do exactly I don't own any. But don't think too complicated I'm shure you could archive this effect with an image editor like gimp or photoshop in post work. There are aplenty of plugins even free ones for those image editors to add all kinds of effects on top of your rendered image.
you could parent a patterned emitter to around your camera say a torus with an emission texture
In the end, the best option seems to be Iray Apocalypse, which insert planes with particles in a scene, much in the way some other products insert fog planes. The thing isn't camera dependant though... I probably can make custom opacity maps for it . Problem is, that product doesn't seem to be in the shop anymore.
