Look at the hair shader; there is likely an opacity map. You could manually change it.
I've done similar in photoshop (or use Gimp). You might find duplication of the layer the easiest; reposition and erasing most of the new later works well, although it will need some retweakage. I'd save them as separate files, numbered ..1, ...2 etc. You don't have to use the scalp in the hair you 're using, but could use a different one.
I use the one in the image and have a few; I can invis the hair and just use the scalp - changing the colour/shader/texture(s) as appropriate.
