Any time you talk about crowds of background characters, my mind goes to RiverSoftArt's Now-Crowd series of "billboard" products. They work a little differently in that they are basically "pre-rendered" flag images. But you can see from the promo shots that they do a good job of filling a scene with extra characters.
The poster doesn't indicate that theya re using an older version of DS.

I've no idea about Resource Saver, but here are links to two available free scripts:
ETA: The hphoenix one apparently didn't work with Connect-installed textures but hphoenix added an updated version a few posts down from that one.
Second Edit: Actually I took a look at the ReadMe for Resource Saver Shaders and it appears to be entirely Shader Presets, no scripts involved. If you want to ask the PA there this thread which Mattymanx was watching and contributing to as recently as May 3rd, so it may be worth you asking that question there: https://www.daz3d.com/forums/discussion/287461/resource-saver-shaders-collection-for-iray

What is the question? That's Poser content.
Polo Shirt says that it works with Studio 10, so referring to the product page is no good if you want to know if a product works with older versions of Studio. I was using it as an example of many older products which specify only Studio 10, when they also work with older versions. But we have no way of knowing if newer products will work with anything other that Studio 10.

I assume you mean Daz studio 4.10, not Daz Studio 10. That just means "works with the current version", it isn't necessarily updated for each iteration.

Those flat figures are great when dealing with large crowds, but if I'm animating with moves I need 3D figures. I did buy an optimizer product recently and trying to work through the involved instructions. It took 15 minutes to "optimize" a scene and even then didn't seem to speed up manipulation of that scene or rendering.

Use https://www.daz3d.com/resource-saver-shaders-collection-for-iray and/or https://www.daz3d.com/scene-optimizer (or one of the free texture resizing scripts) to reduce the image size or similify shaders, turn down the render SubD level to erduce polygon count. The base polygon count is unlikely to be the main issue.
You could also try to use some instances, duplicating some characters :)
