Question on Third Party content

I've had Daz3d for about two weeks, and getting used to how everything works. Everything that I've gotten from this website (which installs automatically through the manager) has worked properly, minus any operator errors on my own part. However, I am having some issues with getting third party files properly downloaded, and my question regards those.
For starters, let me say what I've already done. In my downloads folder, I started up a subfolder where I put all of my third party content, and then added this to the content directory in Daz. For most third party content, at least when the creator did his due diligence, all I have to do is find the library folders (data, People, runtime, etc.) and put them directly into this subfolder. From there, I can access them normally, at least in most cases.
However, I've gotten several zip files that either had loose files without any folders (and nothingin the Readme to say where to put them, or incomplete information), or seemed to lack important folders to make them work.
The biggest issue that I've had is with hair content, as these (and some other files, too) often only have Runtime folders. Since you can't access Runtime folders from the Daz content directory (where I access all of my other third party content), I don't know how to properly install these so they're usable. Can anyone offer some insight about what I should be doing if a third party creation only has a Runtime folder and nothing else?

I'm not sure what you mean here, but if you are putting the third party content in a content diectory that is a sub-folder of the content directory with your Daz store content there is a good chance that it will cause problems in future - when saving DS uses relative paths, the location of the files within the content directory, so giving it two possible starting points may product paths that will not work in future. If that isn't what you are doing then ignore this aside.
If it has only a "Runtime" folder it may be content in Poser format. For the most part DS can import that (but if it's Poser dynamic hair then that is an exception). If you've added the content directory you are using to the Poser Format list then several folders within the /Runtime/Libraries/ folder will show, in some cases under different names (Character becomes Figures), in the Content Library pane under Poser Formats>Content Directory name>
I am assuming what you mean when you say "you can't access Runtime folders from the Daz content directory" is that you can't access them from Smart Content. That is probably true by virtue of the fact that they do not have the metadata necessary to appear in Smart Content. However, if you are referring to the content library under the Content Library tab, then the the items should appear as Richard says, under Poser Formats. It can be confusing sometimes knowing where to find certain products amongst the categories of the Poser runtime. A hair product, for example, might be found under Figures, or sometimes under Hair, depending upon whether the creator has saved it as a .cr2 file, or an .hr2 file. Similarly, textures for the hair may sometimes be found under materials, or (more often) under Pose, depending upon whether they were created as .mc6 or .pz2 files. You could of course resave them once you have located and opened them, as assets within DAZ Studio in DAZ native formats.
The way that I have it set up, under Daz Studio Format, I have three folders that the program pulls from. There's the two originals (My Library and My Daz 3D Library) and then a third that I named My Third Party Content where I keep all of my downloaded content. I put all of the content files (data, People, etc) here after I've cleared them of Readmes and promos.
This may be the issue, then, as I currently only have the folder added to the Daz 3D Format list, rather than Poser Format. I'll try adding access to Poser Format to see if it starts picking everything up in those files.
That does seem to have fixed my issue. I didn't realize that those downloads were in Poser formats, so I didn't think to add them to that directory. I now have working hair.
