What figures do you not have?

Have you installed Genesis Starter Essentials and Genesis 2 Starter Essentials form your My Account > Product Library?

Smart Content relies on the Content Management Service (CMS) to be running as a process. You can check in Task Manager to see if it is running. If not, then go to Start > All Programs > DAZ 3D and try to start it from there.

All of your content should be visible in the Content Library pane anyway, it does not use CMS.

The figures that show up in Smart Content will have one or more icons present in their folder with the word "Actor" on them. When double-clicked, the complete character will load into the scene.
The ones whose folders do not have an Actor icon will only appear in Smart Content when the base figure (Genesis, Genesis 2 Female, etc.) is present in the scene and is selected (name highlighted) in the scene pane. Those folders will appear and the character morphs and textures can then be applied to the base figure.
I would prefer that all of the Smart Content character folders had Actor icons, but it appears to be a personal choice that the creators make.
