To be serious, I believe that this is realized for series 4 (V4, A4, SP4…)
Here, it is perhaps Stephanie4 or Preteen girl…

It is a nice looking character. She has a very girl-next-door look to her.

Possibly a customized character? I see a few of these types of threads in The Commons. Perhaps someone there would know? There's also the possibility that the PA posts here and maybe you could ask them?
