Yes, the 70% discount kicks in when you add 4 items from the selection to your cart (plus the new item).
The fact that it's a 4-hour sale starting very early in the day suggests that there may be other similar sales throughout the day. So if you don't see four items you like in this batch, then wait for a different batch. And if you're really lucky, there may be a catch-up sale featuring all the artists at the end of the day, which would make it easier to find four things you want (*).
And if you don't see anything you want, then you can just tell yourself that getting through the day without spending any money on stuff you don't need is also a win.
(*) Note that while it's likely that there'll be other flash/blink sales today -- the "Wednesday is the best day" tag-line strongly suggests that it's an all-day event -- they may not necessarily follow the same pattern as this first one. And there's no guarantee that there'll be a catch-up sale at the end of the day: that's more unusual, but it has happened sometimes in the past.
UPDATE: For the sake of the historical record, let it be recorded that I was totally, completely wrong about this being the start of a run of sales. It was a one-off. So now we know that a blink sale early in the day doesn't necessarily imply that there will be other blink sales during the rest of the day (although that's been a common pattern in the past).
It's possible that DAZ had something planned and then decided not to go ahead with it because they didn't want to distract people from the newly-launched Brooke 8.1. It's also possible that this was a brief one-off for the benefit of people who aren't in a time zone that lets them take advantage of DAZ's typical US-centric sales schedule.
