NEED HELP: I'm trying to achieve a certain look with a character.

I've attached few prime examples of what I'm trying to do. I'm trying to figure out how to get that glowing affect on the character. Also, the character looks realistic, but in a more drawn way. Can someone help? This is a technique used on a lot of book covers. Any & all help would be appreciated.

You can  use various filters in an image editor to get that look.
