Yes you can
3D renders as images and videos, Sprites, tubes, clip art, gifs etc sell very well depending on the market and content
the only thing you cannot is an old V4 character called the Marie Goddard Clone you are very unlikely to ever buy.
Actually the Anne Marie Goddad Digital Clone was a Victoria 3 character
The short answer is, maybe.
The catch here is it depends on if you are using stills/animations or importing assets into a game engine.
The stills/animation is fine, the importing is not, if the assets are included in the final game, regardless of any modifications you may do to them within the game engine.
Unless you get the interactive license, for each asset you use.

Maybe good ones. These stats are almost always garbage. Take an outlier and make it seem common.
There is a difference between getting paid, and asking for payment. One or two getting paid a lot doesn't tell you how many tens, hundreds or thousands are trying to do it.
