Question on dynamic clothing

I've purchased the SciWizard Dynamic cloak for Michael 4 from the Daz site (https://www.daz3d.com/sciwizard-dynamic-cloak-for-michael-4)
and have fitted it to the Genesis 8 male wearing Atlas tactical armor (https://www.daz3d.com/atlas-armored-suit-for-genesis-8).
The cloak is swooped way out to the sides, so I'm attempting to run a cloth simulation to get it to drape (Dynamic clothing dialog box in Daz). My issue is that no matter what cloth option I select ("all cloth on figure", "all cloth in scene", "all cloth selected"), an error message pops up and says "No cloth items were active for draping".
The cloak says it's dynamic, which I assumes means this is supposed to work. What on earth am I missing? Seriously, I'm exhausted with this. Tell me it's obvious.

It is a product made for Poser and uses the Poser cloth room. It cannot be posed using Daz studio dynamicclothing tools.
It probably can be used by applying Edit>Object>Geometry>Add dForce Modifier - Dynamic Surface and doing a dForce simulation (Simulation Settings pane). The dynamic Clothing pane is purely for special OptiTex dynamic sets.
Thanks for the response, I appreciate it. I actually have Poser11. Based on your answer, I'm trying to import this file or open it directly with Poser. No luck. Any thoughts on is it worth it to pry this file open in Poser and try and run a simulation somehow there?
You need to install it into Poser, it resides in the Prop library, and then you add the Prop to a scene with M4 in it and run the simulation in the Poser cloth room.
