I am wondering how I can control the draping of Dforce Hair. I don't know how to get it to drape properly as shown in the first attached image that looks weird in that pose.
Also how can I push the hair back from the sides to see more of the persons face (shown in the second image)? There doesn't seem to be a way to adjust the hair around the cheeks to push the hair away like the hairs before dforce hairs.

The benefit to dForce hair is that it reacts to wind and gravity. The drawback is that if you want to move it say behnid her ear, you have to give it a reason to do so, there's no intrinsic way to "pin" part of it back.
One way to do this is to create a primative shape like a sphere, set it to be invisible in the render, but visible in the simulation and position it so that it will move the hair in the direction you'd like it to go. But you may have to play some to get it to work and may end up needing to use a brief animation timeline because dforce doesn't like it when objects are intersecting at the beginning of the simulation.
