Could you please be a little more specific in what you wish to accomplish?
I think you're looking for the best models to "create" a city? Or are you looking for a modelling program to make your own structures?

Then check your Available Downloads link in the "My Account" page.

i installed it but i cant find it?
Are you using Daz Studio 4? If yes then it will not show up in the Smart Content Pane but in the Content Library Pane, propbably under Poser Formats folder.
Are you looking into models to use in DAZ Studio to render cities? I go for Stonemason Urban City Sprawl 2, massive, expensive but worth every penny..
Are you looking into a program to build cities that you want to use in a game, look at CityEngine (http://www.esri.com/software/cityengine) (Expensive, demanding, steep learning curve but very cool)
My 2 cents
For a large scale modern or futuristic city with little or no closeup detail - Dystopia City Blocks
For medium scale or closeup futuristic city - Urban Future though there are some nice "street level" scenes in the dystopia collection too.
Unfortunately, there has been no effort to allow for a smooth transition.
A while back i think I saw a city generator script for Blender. I just found Suicidator (http://cgchan.com/suicidator), not sure if it is the same or not. There is both a limited free version and also a not so limited pay version, which is not that expensive.
Perhaps not as good as the esri CityEngine, but doesn't have the high price tag either.
Also found this tutorial. Now I want to play with it as well :-)
