i want the figure to have the green glow seen here and cast the green glow onto the wall.
but it washes out the wall completely making it white as you can see.
how do i change how far the light is emitting on to the wall?

You might want to look at the 'fall off' parameters: on/off, start/end and rate. They determine if light fall off is enabled, how far from the light source the fall off will begin and either at what rate it will fall off or how far it will go (which will determine the fall off rate).

i can get the effect with point lights but that is not something i can save within the figure itself. hence the area light glow...
can the area light be limited to only glow out from around the figure like this picture?

One of the major issues you are going to have is the fact that the light will tend to merge and blend as it propagates out from it's emitting surface, and another one is that until it meets a surface (such as a wall or a mote of dust in the air) light tends to be invisible. The fairly sharp patterns on the wall would not be simple to get at all, bordering on impossible (so far as I know).

It may be simpler to use a spot with a gel to get the effect, but I note you mention not being able, or not wishing, to save with the figure. Have you thought about saving the figure and any allied lights to produce the effect as a Scene Subset?
