Lighting Direction for Environment

I haven't been able to figure this out yet. I have the following relevant settings for a scene:

Environment Mode: Dome and Scene; Dome Mode: Infinite Dome; Draw Dome: OFF; Environment Intensity: 2.0; and the rest are all set at their defaults. My character is facing in the default direction, which would be towards the Z positive axis. Is there any way to orient the dome in order to get the environment light directly above the character? Rotating the dome just rotates it around the y-axis. There doesn't appear to be any options to "rotate" it around x or z. Any recommendations?

    There are x y and z orientation settings in that same Render Settings Environment tab.

    With Draw Dome off, you're not using the actual image component of the HDRI, so you could just set Environment Map to "none" and use the Sun-Sky system instead.
