I'm trying to install 3D party packages and do not know where to place them to be ready to install, Attached are my paths and settings.
I do not know where to place the packages. Could someone look this over and tell me what I'm doing wrong?

If they are in DIM format (and 3rd party products rarely are) you would put them in the same place as the regular DAZ downloads. There is a specific filename format and content folder organization needed, and an internal manifest, to work with DIM. If you know how, you can do it yourself, or use a product that can create one for you from the original package (i.e., Content Package Assist, sold here).
If that all sounds like a lot of work, you can just install manually by extracting the contents to the proper folder structure. I would recommend using a differnet library (you can have more than one) to avoid trampling your DIM-installed content, or at least use a temporary folder in case it doesn't go where you thought it would, then move or copy the content to its final destination. It's a lot harder to remove it than to install it manually.

That's what I'm asking: Where do the downloads go? What is the default path, or where do I figure out where they're currently being saved?
Sorry, I misunderstood. Downloads go into the folder specified on the Downloads tab, under Package Archive. I see that you have changed the default. No problem with that, but be careful which folder you use. At first glance I thought that it was the same as the Installation Manifest Archive (User/Public/... vs. Users/Private/...), which would be a bad thing, since the downloads also produce a manifest file with the same filename as the installation, and one would overwrite the other.
Most 3rd party content will not be set up for DIM.
