Daz 3D CMS error help

Hello, for some time i was using DAZ Studio just fine on my Win 10 PC.
When, suddenly...
problem like this appears:
Probably i was done not very clever thing and just uninstal everething, to try fix things.
From this moment i can't install Daz3D and PostgreSQL neither.
DIM give's me...
...time after time.

What i tryed:
Deinstall and clean anything i can found about DAZ and CMS including clean up AppData and registry check with CCleaner.
Install all manually.
Change ports in CMS settings.
Make custom exception for Firewall.

And does it always fail to find the account.ini file? That suggests a permissions issue - have you, in the past, run Instal Manager "as administrator"? That is, right-clicked adn selected Run as Administrator - running normally from an admin account is not a problem.
To be honest, i don't know. Never look at this thing before.
But, my Windows profile is already have administration status.
If i will try to start DIM as Administrator, i got this:

As I said, running normally (not picking "Run as Administrator") from an administrator account is not a problem - meaning explicitly running as administrator, in the past, was; the ability to do so has now been blocked. If you go to
%AppData%/daz 3d/InstallManager/UserAccounts/
(just paste that into the address line of a file browser) can you see an Account.ini file? If you double-click to open it (it shoudl oepn a a text file in your default text editor) do you get a UAC prompt to allow it? If it does open does it have any content?
Yes, account.ini in place. Can open it just fine.
Yes, it have content inside with most of my current DIM settings.

So, Daz support was useles. They even do not responde to me anymore.
