Making figure long or short waisted?

There are people who have longer or shorter waists than average. I'm assuming Daz figures are average waist, if not a little bit longer. Is there a way to increase or decrease a figure's waist height?

Which figure? Most have morphs to adjust that, but I'm not sure it's always in the equivalent set(s).
Right now I'm looking at G8 Females. But I would like to know about the other Genesises as well for both sexes.
It will be dependent on what morph sets you've purchased as to what and how many options you'll have, but you will find those most easily under the Shaping Pane(tab). It the Shaping pane isn't docked to one side or the other of your layout, you will find it listed in the main menu under Window > Panes(Tabs). Scroll down until you find Shaping and click on that.
With your figure selected in the Scene, all the morphs available will be listed in the Shaping pane.
I recommend you apply any morphs that look promising, how much isn't important, and then select Currently Used in the left column. That will isolate all the dials you're using for the figure. From there it will be easy to adjust the settings. If you're not sure about a morph and want to remove it, keep the dial as 0.1 so it's still "used", in case you click off of Currently Used and it's gone when you come back. (Yep. Been there. Done that. It can be frustrating.) Once you are happy with your results, any mophs at 0.1 can be zeroed out.
Well, it looks like I don't have anything for changing the waist height for any of my figures. Do you know, by any chance, what packages Daz has that I can use?

Hey, Bill. I ran into this issue some time ago, and, even though I have all the main morph packages for G8F (and many of the earlier figures, as well), none of them have sliders for adjusting either the height or length of the waist itself directly. Nevertheless, I have managed to create many morphs with such adjustments in a somewhat roundabout fashion. Here is what I do:
With the figure more or less adjusted to the desired height, I then make whatever adjustments to the relative lengths of the torso and legs I desire, while preserving the overall height (since adjustments to leg and/or torso length will affect the overall figure height). Once that is done, if I wish to adjust the height of the waist I cannot do that since there is no morph slider for it, so instead I adjust the hips, as there is a slider for that. If I want a slightly higher waist, I raise the hips, and vice-versa. Unfortunately, raising or lowering the hips will affect leg length, so that must be compensated for afterwards. I can also use the sliders for the chest in a similar fashion, except that there is no slider for chest height. Instead, it is necessary to increase the scale of the chest, than use the sliders for chest width and depth to return the X and Z dimensions back, leaving only the chest area vertically elongated. This too, will affect the height, so once again this must be adjusted. This is where utilizing a height guide (plenty of free ones available) loaded into the scene comes in handy to keep track of the changes and make adjustments. It can be a little fiddly, but not that big a deal. You'll probably develop your own workflow, and, if you wanted, you could even make your own morph slider for adusting the waist for later use, based upon the above.
Shape Shift for Genesis 8 Female is a good set of morphs, too. https://www.daz3d.com/shape-shift-for-genesis-8-female-s
If you don't already have the Genesis 8 Female Body Morphs that Rich posted the link to, I would get that as well or purchase it first since some products require this morph pack for Genesis 8 Female. Ditto for the head morphs as well.
