A valid PostgreSQL CMS connection could not be established

with the installation of the latest version of Daz Studio 4.12  I have continuously gotten an error:
A valid PostgreSQL CMS connection could not be established.  
I never got this with the previous versions.  I've check my firewall.  Uninstalled the PostgreSQL CMS and reinstalled it.  I've uninstalled the whole package Daz Studio and PostgreSQL, then reinstalled it, and still nothing, same problem.  Somethings wrong with this new version of Daz Studio.
