Do I need to upgrade.. or?

I am currently running -
Processor: Intel® CoreT i7 7700 3.6GHz/4.2GHz
Memory: 16GB HyperX® FURYT DDR4- 2666
Graphics Card: NVIDIA® GeForceT GTX 1060 6GB GDDR5
I have been mainly been using Daz for art prints, not animation. But I am starting to get into making short movies.. and while my setup is by no means bad.. I am realizing that I might want to seriously consider updating my graphics card and maybe my ram too.. but I haven't had much chance to look into it yet. And the NVIDIA RTX cards are so expensive...
Would upgrading make that huge of a difference?

It all depends on the type of work you do. My average scene is ~9Gb (1080ti here) and I wouldn't mind if the render speed was a bit faster.. : P I'm thinking of getting the 2080ti. If the amount of Vram is your concern then yes, I think it's worth upgrading. For my needs, your 6Gb card would be not enough. Also, the more Vram the video card has, the more actual system RAM you need for it to operate smoothly. 1080ti has 11GB, and during my renders DAZ consumes about 22GB system ram alone. It is a common good practice to have ~3x system ram compared to video card's ram. As for CPU - if you render with Iray it doesn't really matter. I have the i7 8700 and during an iray render CPU usage is about 20% so I wouldn't bother thinking about a better cpu.
In conclusion, If you can get your hands on an used 1080ti in good price I would recommend it - it has almost 3 times more CUDA cores than your current card, but also It's very expensive card, even today with the new RTX cards.
Animation on a 1060 would be pretty brutal I'm guessing. Upgrading to something like a 2060 Super would get you up to 8Gb, which is a reasonable amount for most scenes, and have an enormous impact on render times.
More CPU Ram will never hurt. Also pretty reaonably priced, at least in the U.S.
Good luck trying to find a used 1080TI. I have seen them typically priced about as much as a new RTX2080 TI.
A nice upgrade for $500 USD would be a RTX 2070 Super. Be aware that the three fan models of most (all?) of the RTX cards are almost 13 inches long. Make sure you measure your case before buying.
