When I export out Genesis (say, for any modeling programing), what should the subdivision level be at?
The default is at 1, but the figure can go up to 2 (without changing the limit) and 0

For modeling morphs, always use base resolution.
If you're making character morphs, always 'Base' resolution. That needs to be changed instead of subdivision level. You can also set it to 0 if you want, but I don't think that matters.
And what about clothes?
Base resolution will be kinder to your modeller, and if you are modelling the clothes to be SubD it will probably be wise to model around the base figure. However, if you are not intending to SubD the clothes but to model at final resolution using the divided mesh may be best. It won't have direct functional cosnsequences whichever you do.

There are slight differences in surface topography between the various levels, but not really all that much. So it doesn't make that much difference with clothing...but like Richard said, if you are planning on going with a higher res mesh for the clothing and/or not using smoothing, it may be better to use the higher res Genesis...
if you want clothing to be usable in Poser through dson it's best to model clothes over the base mesh, if you model over subdivided there is a very good chance you will get it too tight and have poke-through in Poser which is more annoying to get rid of there.
