That allows extra sets of names for the surfaces -- the Genesis 2 figures have different surface names than the 4th Generation and Genesis names, but has an alternate set that matches the 4th generation. That's why material presets have to be in .duf format to work. I'm not sure what features you lose in DS4.5 -- since the Genesis 2 Starter Essentials (both male and female) are free, you could try them out and see if the included material presets work, and if Victoria 5 material presets work.
The problem is that presets don't work, you can manually apply the textures to achieve the same result (though you need DS 4.6 or the ability to parse a .duf file by eye to know what settings are needed).
