Measure Metrics base shows up in the Panes menu, or in People>Genesis 8 Female>Measure Metrics.
1. You need to select a G8F character in the viewport. Then double click one of the choices from the Measure Metrics Pane This will give the planes for measurement
2. Run the Figure Metrics script.
yes, Figure Metrics is the one for entering target dimansions - to make a measurement editable you need to give it a proeprty to drive in the second tab (Advanced or Configure, I can't recall just now).

Thanks for the link. I lost it somehow.
You can always open the readm me for a product by clicking the i icon next to its name in Install Manager, or by right-clicking on it in a Products list in DS and selecting More Information. Read mes do vary in whether they haev useful information, but the one for MM has links to the docs and also a couple of Youtube videos.
Where can I get more accureate/smaller cup size/shape?
Not sure - there was some discussion of what settings to use for that, but it was a while back.
I finally asked one neither of us knew.
