i am interested in some of the city streets backgrounds.

how can i create a crowd of people quickly to fill the streets?

then i want to add my character in there somehwhere and work on her more specifically.

    Best to go with low res models for background characters. You could go with Predatron's Lorez sets (Loretta, Lorenzo, etc.). There are also freebies around like ShareCG with low resolution characters. You could have a crowd set up in as little as 20 minutes, then use the higher poly characters (Gen 4 to Gen 6) for the foreground.

    this product works well when figures are used in the distance.

    This has figures included, but it would be very easy to render your own unique textures for it.

    time consuming but I've done it and it worked great.
