Custom Actions are not Saving in 4.6 pro

Hi,

I've used my own custom actions for along time in Daz and recently installed 4.6 Pro. I loaded my old layout which worked fine and all but 1 set of actions (shortcuts) doesn't seem to save via layout or when exiting Daz.

Viewport tools.. doesn't save! I have rotate, Translate and scale shortcuts customized to E, W , R to match 3dsmax tool shortcuts.

Tried saving and loading workspace and import & exporting actions several times. For now the majority of shortcuts load but the ones in viewpoint tools remain as Alt+Shift+... every time i restart.

Is this a bug or am i doing something wrong..?
