Is it possible to separate a surface on an object to create a new prop? If so, how can it be done?

Inside DS you mean? I don't think so. You could do it in blender, or hexagon, or any other modelling program though.
Open up Hexagon, select the surface that is to be the new prop, copy/paste it. Delete the original model. Export out the new prop. Import it into D/S, polish and save.
Or, maybe I could select the surface, and copy and paste it into Blender. That may work.
