Are These Merchant Resources?

I am wondering if these are merchant resources, and can be used in our own sets/products that we are making.   These have exactly what I am looking for in my set, but want to make sure that I am NOT breaking any rules regarding redistributing, etc....I am fairly new to this process, so want to make sure I can get all the info needed right away, and do it right.

    Merchant resources are marked as Merchant resources.  As this is not,  then obviously it is not.
