Lights dont work with Dome

My 3D Spin

Why is it that lights only work with scene only. I have a scene that is night with lights but
when i put a spotlight on the actor it dosent do anything to lighten it up!

Is the dome set to Dome and Scene?

Is the light set to Photometric (think that is the right spelling)?

                   Yes to both- Still dont work-Only with Scene only

I just tested this and it worked fine.

If you look through the light is it pointing at the figure and is it close enough for the light to reach it?

Dome is set at 23:30 for night, Tone Mapping is 30/4.0/200
