Not exactly, but you can hold the ALT key and drag it into the viewport to place an object at a specific location. Bear in mind that objects dragged in this way are automatically placed at ground level, so if you have any elevations in your set you might need to adjust their Y-axis translation.
Alt only works for loading content or Scene or Scene Sub Set files, not for items already loaded.
For a item like a CUP to stay in a figures hand it should be Parented to the figure, preferably the hand of the figure. If you have trouble parenting check to see if Parent items in Place is ticked on your Scene Tabs mini menu, the four line thing with a little arrow.
Keep this in mind as you go. Items a figure is using like a cup or sword would get parented to the figure, even stuff like eye glasses and jewelry. Items the figure can use like a chair, motorcycle or even a horse you would parent the figure to the item.

It just keeps them in the place the user had them when they were Parented. Selecting that Item in the Scene and Moving it will still MOVE it but it will still be parented, it will just stay in the NEW place until moved again. IF you need a Item to NEVER move you should LOCK all the Translate sliders in the Items Parameters tab.
You need to MOVE it using the Tools in DAZ Studio. Select the Chair in the Scene TAB then in the Parameters Tab use the yTranslate Dial to lower it to the floor.
yea I have been doing that but sometimes iam not touching the floor or iam in the floor. Is there a way to duplicate props instead of selecting them over and over?
I'm not following? What do you mean Duplicate? If you need two of something like a Prop you can LOAD it a second time or you can use the Create Menu to make a Instance of the item or many Instances of that item. But that has Zero to to with positioning items. You can use NUMBERS in the dials. For things like 300.333 to move things just a little bit at a time. Just click on the Number Field to enter numbers by hand for FINE movements.

Like if it reads 325.10 do 325.15 and so on.

As I said a Instance is all we have. There is NO Copy paste for Props, a Instance is a exact copy.
