How do I rotate a plane primitive...seriously...am I missing something?
1. Start with a plane...Start
2. Rotate on X axis does this...Rotate on X
3. Rotate on Z axis does this...Rotate on Z
4. Rotate on Y axis does this...Rotate on Y
5. Okay so roatate to vertical on X axis...Rotate to Vertical
6. Now rotate on Z axis...and I get this (spins on the middle point) Rotate on Z with vertical
7. Rotate on Y axis...same thing (spins on the middle point) Rotate on Y with vertical
8. How do I rotate on the marked RED line axis? Rotate on Axis image...
I must be missing something easy but I'll be darned if I can't figure that out... All primitives and models work just fine...it's just the plane that is acting all ignorant.

you just discovered gimbal lock
https://en.wikipedia.org/wiki/Gimbal_lock
Well that's disappointing. Is there a cure? I'm fresh out of gimbal keys (to unlock the...yeah...it wasn't even funny in my head.)
Make planes in a modeler such as Hexagon ;-)
Since I made one to show you, have attached it too if you want what I made.
In the Tool Settings pane you can change the coordinate system used (won't help with the sldirs, but wll help with the viewport gizmo). Aterrnatively, parent it to a null (from the Create menu) and use the null for one axis of rotation.
Note that thew New Primitive dialogue does allow you to choose the orientation of the primitive, which can reduce the need for multi-axis rotation.
you can still turn it the way you want but if you choose the wrong axis first you will find yourself in that situation.
selecting the rotate tool helps as you can see the gizmo to visualize which axis you need to turn
