Puppeteer problems.

I may have the IQ of a small squirrel and as a consequence am doing something wrong but does Puppeteer actually work correctly in 4.12?

User expectation:  my expectation with puppeteer is that it records on a dot only the changes made whilst the layer is selected.  So for example, I take a G3 figure in a bind pose and add a dot to layer 1, pose the arms and add another dot.  Then I create a second layer, change the expression and add a dot there.  When I go back to the first layer and click either one of the dots, I don't expect the expression to change.  Yet it does.  Each dot appears to record the entire pose and all expressions.  

What am I missing?  And if that's how it works, what's the point of a layer?

    I have discovered that when in Preview mode, setting the cursor position near each dot on either layer does what's expected, i.e. layer 2 expression remains on the figure wherever I put the cursor on layer 1.  I'm talking about clicking the dots themselves in Edit mode.

    As a UI designer, a general rule of thumb I follow is if I can't explain what a UI element does in a single, reasonably short sentence, it has no place being there.  Can anyone do that for Puppeteer layers?  I am finding it quite baffling.
