using spherical hdri maps for lighting and spherical jpeg for background??

so is it possible to run with two spherical maps ..one for lighting and the other for the back drop??....because the lighting hdri doesnt look good as a backdrop.
i know i can use lock off stills as a background but this isnt very convinient if i want to rotate the camera...

The spherical map would block the HDR light.
You can use a still (ie., plane with image) as background as you suggested. Simply parent it to your camera if you want it to move as you rotate the cam.
