How does Limits On, Limits Off work exactly?

How does Limits On, Limits Off work exactly?

I select Genesis 8 female under scene tab. I click Edit->Figure->Limits->Limits Off(rotation). Does that disable limits for the entire figure or just the selected body part? 

edit: it looks like it only turns limits on/off for the selected body part, can anyone confirm? I think a common use would be to select the hands and feet, and then turn limits off or on for those body parts.

Is there a way to disable limits entirely for posing?
