Pinning jewlery to a character’s face

I have some jewlery that I want to pin to my character’s eyebrow, an obj file. Now, it’s easy enough to just parent the obj to the character’s head, which works well for a lot of things. but I want for the jewlery to move around a bit with the character’s face. It should maintain its exact shape, but simply adjust its position based on the position of a select group of points on the character’s face geometry. Other software makes this fairly simple, but I’m at a loss for how to do this in Blender. Again, I’m not looking for the geometry to deform with the face, simply to be transformed—go up and down with the eyebrows.
Any suggestions on how I might do this?

Happy to help :) It's an incredibly useful feature. You can use it for all kinds of accessories like belts and harnesses to follow the figure and deform other surfaces, too. The possibilities are endless.
