So I have the product, "longdrape hair" and I am trying to give it a bit of a modification for an image I am working on.
What i'm trying to do is edit it to cut a bit away in a particular place. When I go to edit it like with normal strand based hair items I have created I am told that I don't have a strand based hair node selected. What's up? What am I doing wrong?

That's because it's not "normal strand based hair", it's dForce hair. I don't think you can edit it as strand based hair.
You are doing nothing wrong. Unfortunately, dForce hair is not editable with the Strand Based Hair editor, even when it was used to create the dForce hair in the first place. Not being a PA, I don't know what is done to convert Strand Based to dForce hair, but it seems to be a one-way street, as far as I know.
I was trying to shorten the longdrape hair as well a little while back and I ran into the same obnoxious issue of being denied access to the tools to shorten the hair.
That being said, the user nicstt has some morphs on their DeviantArt account that you can install that allows you to do some adjustments. I can't speak to whether or not they'll help you, though. I'm fairly certain their page is SFW, but as always know your surroundings:
