Morphing Issue

Guys, any idea why this is happening when I import the morphing I have for this swimwear. I did this exact same step for another mesh going up and down in the morphing it changes the shape and it works perfectly, but for this I get this noisy mesh.
I tried to see if it's the normals, but that did not work, any suggestions please. Thanks

Guys here is some improvement, I exported it as in the last link, but there is still an issue.
All it needs to do is just increase the bump a bit.

What program did you use?
The "vertex order" must be both in the import and export of your modeling program.
The video shows that the entire mesh (all vertices) is being affected.
In wireframe mode it is easier to see the affected vertices.

When importing it must also be done with vertex order.
