Did you apply the Simulation-Settings included with the product? You can also use the morph sliders in the Faye Hair dForce object to help.

Make sure you don't have one of the geometry editing tools selected (Geometry Editor, Mesh Grabber). They are known to prevent dForce hair from rendering properly. I've seen strange viewport behavior, too.
There are stiffness settings you can click in the folder to make it move more.
It definitely will drape forward. I used some of the included morphs to bring the hair forward before simulating. Then I simulated from this pose (not animated and not starting with default pose). Any time I selected the Geometry Editor or Mesh Grabber tool, the hair appeared to lose its simulation in the viewport, but then as soon as I changed to another tool, the simulation seemed to be restored. I hope this helps.
I managed it by using the morphs to position the hair in a certain way so that it draped as I wanted it to.

@daveso Looking at the second image you posted, parts of the hair on the side might be touching/intersecting the upper arms. That can easily lead to it getting stuck. Try to make the shoulder/arms invisible during draping and see if it helps. Also, sometimes the default time of 1 sec for stabilizing is not enough for a proper drape, increase it to 5 seconds or so. You can always stop the drape once it looks ok.

Looks like the buckling ratio is low / try at 100%, and the bend stiffness too high / try 0.1. Also the friction is maybe too high, try sliding to 0.0001.
Because it has a weight map, you can set the parts you don't want to move with the weight paint tools, also, you can set gravity higher by unlocking the limits in parameters. Maybe turn off self collision if it starts to explode.
The sliders are in the surfaces tab under simulation for each dforce enabled object.

Something that I noticed with a dress might be what is going on here.
The dress was flying up in the air no matter what I did to try and get it to "fall." On a whim I dialed out one of the character morphs that the dress had auto fit to. The morph made no difference to the appearance of the dress whether it was dialed in or dialed out.
Once I did that, the dress behaved normally.
