DIM won't install anything

DIM has worked for me for years, but yesterday when I went to install my purchases, everything downloaded, but wouldn't install. Every package has an entry in the log file similar to this:
Installing product : Z Wicked Sorcery - Prop, Poses and Expressions for Genesis 8 Female and Mabel 8
WARNING: Could not create folder D:/Users/Public/Documents/DAZ 3D Library/data/DAZ 3D/Genesis 8/Female/Morphs/Zeddicuss/Z Wicked Sorcery
WARNING: Error opening save file "D:/Users/Public/Documents/DAZ 3D Library/data/DAZ 3D/Genesis 8/Female/Morphs/Zeddicuss/Z Wicked Sorcery/alias_head_Z WS Grumpy Mood.dsf.ztmp" : could not open fileCould not extract file : D:/Users/Public/Documents/DAZ 3D Library/data/DAZ 3D/Genesis 8/Female/Morphs/Zeddicuss/Z Wicked Sorcery/alias_head_Z WS Grumpy Mood.dsf
Product installation failed : Z Wicked Sorcery - Prop, Poses and Expressions for Genesis 8 Female and Mabel 8
I don't know why it wouldn't be able to create the folders, it has every other time. Any ideas?

Is your D: drive an exteranl or internal? Is it actually working, and does it have the correct drive letter?
It's internal, has 213 GB free and is definitely working correctly. I just confirmed I can create that folder manually myself without any restrictions.
I'm not running DIM under "elevated" privileges because as I recall that caused problems in the past. Not sure if some stealthy Win10 update messed that up?
Do you have UAC on (do you get a pop-up asking if you want to allow application installers to make changes)? If you start DS and do a quick render, can File>Save Last Render save to the Public Documents folder?
No UAC, but your question about saving the render got me digging.
Thanks for the idea, Richard, helped to push me into the right direction (I hope).
Update:
First, I was just a bit off on how large my Daz library has gotten. :) Basically my "d:\users\public\documents" folder is ONLY my Content libraries.
Second, I think I figured out what happend. Windows 10 / OneDrive decided to be "helpful" by configuring my MyDocuments folders to be "backed up" to OneDrive. The problem is, I had already redirected them myself to OneDrive. So all of a sudden OneDrive's Backup feature tried to take control over the folers I had redirected there to treat them like backups which should be ReadOnly. I had to disable the "backup" feature of OneDrive and now I have other folders which also need to be fixed.
I know they were trying to be helpful, but I wish they'd asked me first before marking all my documents and folders "Read Only".
Turns out I was wrong. After a little more digging, I found the setting that was causing this.
Technically turning this off does have some risk. The purpose of the setting is to make sure that only approved applications can save into the Documents folders, etc. This is to protect against certain malware / ransomware attacks. You could, instead, specifically add certain applications to the approved list. However you'll have to do that for every application that you want to have save files into the Documents folder structure. It's a personal choice about how you want to handle it, personally, I just turned it off.
As soon as I did that, both Studio and DIM were able to save files into those locations without any issues.
Having UAC completely off can cause issues - it is like running as administrator as far as the application is concerned.
