DAZ hangs on upgrading cms

Hello,I am a long time user, I had recently reformated my compter and was trying to reintall Daz but ran into it getting stuck on upgrading cms. I can see the progression dot flash but nothing happened. When i when to unintall i noticed that DAZ Studio 4.12 (win 64 bit) would simply dissapear from the intalled tab and to the ready to install. When i started que and dissapeared again and was in installed. Then i noticed that instead of showing is size like Defeault Resources 57.1 MB, DAZ Studio just had an ? So i uninstalled Daz studio then completely unintalled intall manager from my computer. Deleting any folders, then i reinstalled. Instead of clicking on the suggested install message or doing a mass install clicking on DAZ Studio, Defaults Resourse, PostgreSQL CMS (Win 64 bit) and PostgreSQL CMS From Valentina CMS Conversion.
This time DAZ studio installed normally, progression bar and size 1.1GB. But this time Valentina was the one that was dissapearing from ready to install to installed, showing its size as 0. I uninstalled it and tried running Daz but it still hangs on upgrading CMS.
Any help would be greatly apperciated and I hope I gave enough details on my problem. I have sent a ticket and waiting but also thought I would ask here to.

First, ignore anything elated to Valentina - that was the old database engine which hasn't been used at all since 4.9 or 10 (I can't recall which), so you won't have an old database to need conversion. So, sipping that what is the current situation?
Well, i was was tyring to reintall DAZ again but now after it install the desktop shortcut wont appear, I tried looking for in my system to see if i can open it but i cant find it.
then when i went to uninstall it went back to dissapearing again. no progression bar fill. all other files seem to load just fine, its just the DAZ Studio that wont .

So it isn't in any tab of Install Manager? Check that you have Software for your platform and bit architecture (32/64 bit) cecked in the Download Filters (n the ready to Download tab) and check Show Hidden.
oh it show up in the tab but unlike the other files where you see them being installed. Daz just pops into the other tabs. I checked my anti virus and made sure its not interfering with the installer or daz. oh and for some reason, in the installer i can't check the box for Daz studio individually when it does this. the only way is if im mass installing or uninstalling other files.

I am so sorry. Well as I was reintalling the install managers and was getting ready to screen shot what was happening. But I wanted to test something. This time I only installed DAZ Studio and the Default Resources. When I saw the deskstop Icon appear I tried opening the program. This time DAZ studio opened. I got the PostgreSQL error but for ignored it for now. I wanted to see if I was able to get any content into Daz with out the PostgreSQL. I installed Genesis 8 male,the install was sucessful, so I installed more content. Most are there but some of the content I can not find without the smart content.
I was testing some figures, I can use poses I get a "Limits" message pops up but other then that I can pose them fine.And I can load scenes and props. So far the ony issue is that some of my content can not be found with out smart content. So from this test the PostgreSQL is the reason why DAZ hangs on upgrading cms, atleast that what it looks like.
Without a PostgreSQL connection Smart Content should be empty.
ya, would you know why the PostgreSQL might be causeing the issue
The most likely issues are over-protective security software or permissions on the CMS folder (which you can locate from Edit>Preferences in the CMS Settings tab).

OK, go to
%AppData%/Daz 3d/cms/
(jst paste that into the address bar of a file browser window), Is there a cmscfg.json file in the folder?
how do i go about giving permission to the folder
To check them right-click one a blank area of the folder window, or on the folde itself in the tree, and select Properties, then go to the Security tab and click on your account name.
I did that and cleared it from my anti virus but its still Daz still hangs on cms when trying to open. And when I uninstall PostgreSQL the program opens.
Please show a screen shot of the equivalent dialogue for your folder

You need to select your profile, currently you have System selected which isn't the oen that matters.
I selected my profile, clicked Edit to change it to my profile and then hit okay. To double check I went in to security to make sure, but see that System is selected again
I just want to see what the settings are when your profile is selected. It may take two screen shots to show them all.

That looks OK, I think. If you right-click in the folder and then New>Text Document can you create a 0 byte text file?

Well, that is odd. If you can do that (and it may be worth checking that you can edit the file and save it with some text added) then I don't know why DS would not be able to create the settings JSON file.
I wrote a simple test on the files and saved. I am able to open it and see the text. I also saw it went from 0kb to 1kb
do you think the reformatting of my computer has anything to do with it
It should have left a blank slate, unless you rstored files from back ups - that can cause issues, though we appear to have ruled that out here (at leastb as I understand the way it works).
