Hi, I would like to know where is the surfaces tab or the view menu

I'm trying to follow the manual that says the surface tab is in the views menu, but I cannot find any "views" menu. http://docs.daz3d.com/doku.php/artzone/pub/software/dazstudio/reference/tab_surfaces

I want to import textures to daz. Thanks!

You can find 'Surfaces' under the top menu Window > Panes > Surfaces

The docs are woefully out of date.

Importing textures is pretty much just installing them. If you mean textures not meant for DS then it could be more complicated but textures are generally item specific. The surfaces tab is where textures/shaders are applied not imported.
