At the bottom of the typing box is the "Attach a file" to click, then the Browse for image button appears, click on that to select the image to be attached.
Save the post.
Then one can Edit their posts via the wheel cog in the upper right corner: Then select the picture box up top of the typing box and add in the url {click on the picture to have it open in new window, copy the url} for their image: Then select a size 800 or less in the resize boxes. Accept.
As I see it, it's not to do so much with the shader settings, it's more the lack of motion blur. Looks more like slowly falling snow, or a shot taken with a high speed camera;)
Since IRay does not support MB, I'd suggest to render the rain as a separate layer and add some MB in post.

You can attach images to a post, no need for an outside image hoster

Looks like a nice cold rain, downpour. It would be dark and the white dots look a little like snow, hence cold rain ...
might add some water splashes on the ground ...
