I noticed it, too.. there could be different reasons, the biggest one being that maybe they're limiting the single user bandwioth to keep the servers functional for everyone..
It doesn't matter what download speed you get from your supplier it is the push speed i.e. upload speed, of the server you are connecting to that governs how fast you receive the download. Heavy traffic on the upload server or your ISP's server can also slow the transfer.

Thank you for this... it explains why on one hand i can watch streaming 4k services with no problem but only get upto 2 Mbps from DIM.
The new content manager might also be playing a part on the bandwidth suckage; a lot of people are reporting it's trying to re-download their entire already-installed content collection.

I have seen DIM as high as 60 Mbps. It also depends on the items being downloaded as it can vary from item to item in the same download :)
I just downloaded some stuff and it peaked at 134 Mb/s :)
I'm downloading at 34Mbps, but that's my Internet connection speed!
